How to request information from the university under the Right to Information Act, 2005.
Annamalai University is a public authority under Section 2(h) of the Right to Information Act, 2005. Any citizen may ask to see the records the university holds, or to be given copies of them, and the university must reply within thirty days.
The Act does not require you to explain why you want the information. It does, however, allow the university to withhold material covered by Section 8 — personal information unrelated to public activity, disciplinary proceedings before they are concluded, third-party commercial secrets, and records that would endanger a person's safety.
Before filing a request, check the proactive disclosures published under Section 4. The annual report, budget, audit report, admission statistics, service rules and list of officers are all available without an application or a fee.
Step 01
Address it to the Public Information Officer. State exactly what you want, with dates and file numbers where you know them. No reason is required.
Step 02
₹10 by demand draft, banker's cheque or court fee stamp, drawn in favour of the Registrar. Applicants below the poverty line are exempt.
Step 03
By post or in person at the RTI counter in the administrative block. Keep the acknowledgement slip — it carries the registration number.
Step 04
Within 30 days of receipt. Where the request concerns a person's life or liberty, within 48 hours.

Annual report, budget, audit report, admission statistics, list of officers, service rules, tender notices, the University Act and the statutes are all published under Section 4. Most requests for this material can be answered from the downloads library in a few minutes, without a fee or an application.
Do I have to give a reason for the request?
No. The Act does not require a reason, and the university will not ask for one. It may ask you to clarify what you mean by a vague description, but not why you want it.
What happens if the reply is late?
If no reply is sent within 30 days, the information is supplied free of charge and the officer's delay is recorded. You may also file a first appeal, without a fee, within 30 days of the date the reply was due.
Can I ask for information about another person?
Generally no. Section 8(1)(j) exempts personal information that has no relation to any public activity. Information about a person's official role — designation, duties, salary band — is not exempt and is supplied.
Can I inspect records rather than order copies?
Yes. Inspection is free for the first hour and ₹5 for each subsequent hour. Ask for inspection in the application itself; it is usually arranged within a week at the office that holds the records.
Annual reports, audit reports and the statutes are published without an application.
