Estd. 1928 (Tamil Nadu Act 1 of 1929)
The statute that established Annamalai University, and the amendments that have shaped it since.
Annamalai University was constituted by the Annamalai University Act, 1928, enacted as Tamil Nadu Act 1 of 1929. The Act establishes the university as a body corporate with perpetual succession, empowered to hold property, enter contracts and sue and be sued in its own name.
The Act defines the university's jurisdiction, its officers, the composition and powers of its Executive Council and Academic Council, and the procedure by which statutes and ordinances may be made. It also fixes the university's obligation to affiliate colleges within its territorial limits and to inspect them at least once every three years.
The Act has been amended several times since 1929. The most consequential amendments — those of 1973, 1994 and 2019 — are summarised below.
Layer 1
Passed by the Legislature. Defines the university's legal existence, officers, councils and territorial jurisdiction. Only the State can change it.
Layer 2
Made by the Executive Council under the Act. Cover service conditions of staff, the conduct of examinations, and the constitution of faculties.
Layer 3
Made by the Academic Council. Govern admission, curricula, attendance, assessment and the award of degrees and diplomas.
